I find a way to help resolve from queue dodgers from ruining your game

So if someone is deciding to quit in the middle of queue like the accept or decline bar is it possible if a new player awaiting in queue is swapped with the q dodger i think it seems possible for deeper explanation like for example if i quit the accept and decline bar like decline or just ignore until time runs out is it possible if a player waiting for a game can swap with me the q dodger ??.
