Question regarding Cheap Shot

So I can read plainly that it gives extra true damage based on impaired movement or actions.

My question is, does Frozen Heart upkeep this requirement indefinietly?

Frozen Heart as everyone knows, reduces AS in an aura. So this aura is giving an impairment on an action (auto-attacking). So would that not mean that Cheap shot is kept up so long as the aura is on the enemy?

I would have to test it.... but if I had to take an educated guess?

Then i would say no. The reason why is because auto attacking in and of itself is not really an action to me... an action to me is more about the Abilities. I could be wrong, i would need to test it like i said.

It would make sense id it did though, but I just dont think it does.
