165s cooldown on flash (30% less because of Unsealed Spellbook, 10% Less because of Ionian boots, 5% less from Cosmic Insight)

It wouldn't be so bad if there was some way to counter play flash+combo. Especially to the flash+hardCCcombo.
Why doesn't Riot add a small polymorph effect after flash (like 0.35 second) to allow someone to react and counter? It wouldn't break the spell and then Riot would be able to balance the champions that abuse flash+combo if needed.
And with that, they should remove mid-dash flashes. No counter play is not healthy for the game. Why keep it?
