Add 'Surrender' option to the player join function.

This is what I propose RIOT create when it comes to joining a team. Add a 'Do Not Join' a match where 'Surrender' is an option. Simple. Those of us that do not subscribe to the surrender option, do not have to endure matches where people want that option. Simple. This way, when I join a match, I can focus on fighting and not arguing with players that have propensity to quit.
