Here is the conclusion I've came to. Black Cleaver is Overpowered.

It is super core on a large majority of popular top lanes right now cause of it's massive shred, health, movement speed, and insane CDR.

It is super cost efficient for all of the utility, damage, AND tankiness it to literally every popular bruiser top and needs to be toned down some, or made more expensive. It is easily a 3,600 gold item based on how powerful it is. The shred Is easily stacked by bruiser and AD caster who hit multiple times (for example wukong can shred 50+% armor in about 2 seconds with an all in combo), Garen can also stack it several times in a matter of moments, darius too. This item needs to lose some of it's game breaking power.

And it does it's job too well. Remember how gunblade got nerfed several times for being too good on Jax and akali? Remember how WoTa taken "out of the game" cause it was too good on vladimir? Remember how BC got nerfed cause it was too good on wukong/garen? I fucken don't, cause it didn't.

Edit: Also! Remember how Force of Nature was taken out cause it was too good on literally every tank? (hecarim aside!)

but none of the champions you mentioned are too strong with the item.

and top lane is all about ranged champions right now.

and force of nature was taken out of the game because it was rarely ever bought, not because it was too strong. they removed it with a bunch of items that were considered noob traps or too nieche by them. pretty much like ohmwrecker right now.

in fact, i still feel wukong is kinda trash because hes too easily shut down in lane and only good as a counterpick to certain champions. and garen isnt doing well all around right now and needs some buffs aswell.

the only one whos decent of the bunch is darius, and not to a point where hes too strong.

The people mainly abusing BC as it is now are marksmen.

The lower cost made it a good early buy and went well with Ghostblade.

item 3071 has been a strong item for most of this season along with item 3142 and are "go to items" for most AD champions. I think the item is problematic more because junglers, bot laners, and top laners are all building this item over others.

Earlier in the season item 3025 and item 3068 were problematic. I don't know if the item really needs to change too much. Raising the cost will probably push the item out of bottom lane builds if crit items and black cleaver are about the same price. Also if they raise the cost people will begin to simply build item 3078 instead more often.
