7.12 patch, Rek'Sai description is confusing me

It reads... "R - Void Rush TARGET ACQUISITION Void Rush is now much harder to dodge. Rek’Sai’s target should no longer be able to walk out of damage range without exceptional amounts of movement speed (or a dash/flash)."

My question, Wtf does this mean? Rek'sai R is a passive, and is used on his burrowing tunnels? So what are they talking about?
