Galio in meta ?

Well, if he can get the ult off you'll pretty much win a teamfight. Assuming you build him like a mage (why wouldn't you?) it hits very, very hard. He provides a ton of team utility with W / E as well.
One major downside is he's not very useful without the ult. His Q and E do good damage, but he doesn't have any CC like Ahri charm, malz silence or anivia Q that help them contribute when their ults are on CD. While the shield is useful on an ally, it will heal you. This is great for self healing if you're too low to go in, but you can't use it to heal your allies. The AOE on E is rather narrow, and Q / E have fairly long CDs for the effects that they give.
Who cares about the meta if he fits the comp and strategy of the team?

Galio is weak when you play AD.
Galio is strong if you go pure MR and AP.
Galio is "meh" if you go AP.

Galio's ult is worthless when you have a knockup it cancels his ult and then he is dead for being in the middle of the team.
