Let allies cancel out of Bard's ult

When Bard hits an ally with his ult, temporarily replace their ability keys with a "leave stasis" ability, like Zyra's passive does when she dies.

This does two things: it gives Bard a small buff which might get him closer to a 50% win rate, since it now affects allies for whatever they consider the optimal length of time rather than always for the full 2.5 seconds, and it tones down one of the game's "I'm helping!" mechanics, since now a Bard ult is less capable of actively sabotaging your own team.

...I'm not convinced. I think things that will help him more are longer autoattack range, and maybe some QoL buffs across the board. He plays more like a DotA2 champion than anything else (with his off-the-wall abilities and potential to hurt his allies as much as his enemies) and that just makes him feel weird in League; yet I'm not certain removing that would be a good thing.

Still, I agree that Bard needs help, and what you've suggested would take away a lot of the uncertainty of "did my ult just help? or did I screw everything up" that makes him frustrating to newer players and people trying him for the first time. So, upvote back to 1.
