the difference is that frost queen is built out of

the big difference is that
provides and active that sends two ghost that will seek out the closest enemies and slows them if there is no vision it will show those enemies found. so you can use it as a slow or a scouting tool.
as far as
you are basicly combining your

frost queens claim ghosts can find stealth champs however so that's a plus. But if you have to ask just get the eye
Frost Queen advantage: Active that slows 2 champions at once
Eye of the watchers advantage: frees an item slot and a little more mana regeneration
Otherwise they are pretty much the same regarding gold generation.
: an active that gives you a pretty powerful scouting tool. Yes, it is more than just a slowing device, and shows you where the enemies are.
: costs less in general and can give you an extra slot for items.
People seem to underestimate the power of longer-ranged scouting nowadays, because for instance you think the enemy team is at dragon, but they're at baron.
