Is the Tiamat/Hydra change a nerf, a buff, or neither?

Someone explain this to me better than the patch notes did. Seems like it would be either a nerf or a buff, but if the minimum damage is still the same it would probably be better at some distances than it was before, but one of the sentences in the patch notes definitely made it seem like a nerf. Sorry if this is a really stupid question.

They probably kept the ranges at the key points the same. So it just depends at how u look at it. With 3 damage numbers, you could take (lets say 50 damage) at a certain distance, but you would also take the same damage at slightly further and slightly closer ranges. Now you would take slightly less damage if slightly further, but slightly more if slightly closer.

Depends on the exact distance. I'd imagine its current damage chart is something like

60% 60% 60% 40% 40% 40% 20% 20% 20%

Now it will be more smoothed...

60% 55% 50% 45% 40% 35% 30% 25% 20%

So if you're slightly closer than 1/3 or 2/3 of its range (new 50), you'll take less damage, while if you're slightly farther than 1/3 or 2/3 the range (new 45) you'll take more damage.

I think it's a nerf against targets close to you, and a buff against targets farther away from you. Since pre-patch Cleave and Crescent's AoE is split into three, if you get caught in what would be the inner zone, you'll almost always take less damage, since you'd have to be in the center to take 100% AD damage which then drops off, and if you get caught in what would be the outer zone, you'll always take more damage, since the very edge would deal 60% AD damage and would increase going in. If caught in the middle zone, you'll take less damage if you're in the inner half, and more if you're in the outer half. I feel like a diagram would explain this a lot better.

Basically, if you're using Ravenous Hydra as part of your burst rotation while in the middle of diving a target, this will almost certainly be a small nerf, but if you're using your active to catch enemies at a distance then this will be a small buff.
