Additional Draven Buff needed

If you read previous patch notes, Draven's passive was nerfed twice due to the release of Kleptomancy. Since Kleptomancy is no longer a part of this game, why isn't his passive getting 7 buffs like Caitlyn got last year? #Commonsense
