bugs with banning in champ select?

So how come if i dont ban i get kicked from the game,

but if someone else doesnt ban it just skips the ban and doesnt kick them

I really dontt understand that. IS it it a bug or what?

There's a specific "No Champion" icon that you have to click if you don't want to bad a specific champion. It's the empty icon at the start of the list.

If you simply don't click anything, you will be kicked from queue for afk. You must click the empty no champion icon if you want to ban no one.
