at least we finally have a counter to Teemo besides "don't walk anywhere without sweeping every step first lest you lose 70% of your HP." It also means they can justify Teemo changes now for the people that have been begging for them.

How is it different than taking 15% off the top of a one time damage instance spell vs taking 15% off each tick over the entire duration of the dot?
