Are key fragments limited like hextech chests???

Riot should make the hextech chest much more awarding to the players that doesnt use real money to buy chest..After u have gained all 4 hextech chest from playing the game it will take 6 days to reset the hextech chests..But when i look at my profile today it says that I only have 1 hextech chest if i get an S if i win a game and takes another 6 days for the upcoming chests..Why is that??Is it a glitch or is it intentional??If it is then pls make it so that after 6 days when u have gotten all 4 chests.. U also get 4 chests after it reseted after the 6 days period instead of 1 chest after 6 days..I also have another complaint to make where key fragments sometimes cant be aquired even after u got an S??Is it limited like the hextech chest where it is only limited to 4??Or is it glitched where I won a bunch of games and got an S but still doesnt get any key fragments??I have played so many games and gotten an S but dont get any key fragments..It takes so long to wait for 6 days for 1 hextech chest and key fragments are hard to get now??Someone pls explain it to me*[slayer-jinx-unamused]*
