Yes, because giving otherwise slow moving tanks who need to be within a certain short range to do their job a way of jumping clear across a screen without being disabled or taking damage along the way is "balanced." Because giving Assassins another method of getting in close to targets without having to burn movement abilities they can use to escape afterwards is "balance." Because a game that's already slowly being ruled by mobility is putting high mobility in the hands of everyone as a gimmick is somehow "balance." Because taking the only spell that can save an otherwise immobile champion's life is "balance."
