He's like a burst mage, only there's no way he's landing all the burst on you unless you're CC'd and the only way he has to do this is to convince you to stand in his gravity field, but his poke hurts a ton and his Q is pretty legit in duels. He's fine.

I used to main Viktor for a good month or 2 and I have to tell you that if anyone gets hit by his Laser, it's their fault. Your positioning has to be pretty bad to get hit point blank with it. And you have to be even more special to get his while it's traveling (considering it moves at the speed of smell)

So... as long as you know how to move, you can avoid taking 210 / 420 / 630 (+140% AP)
If the E lands directly on you, then you have more time between the second burst of damage than if it lands on the end.
The fact that you're complaining about Viktor implies you haven't spent much time playing him.
