Slap a nunu q on him and throw him into the jingle jangle

You know, I am probably not the only one who thinks bard could be a amazing jingle jangle. However he has bad scaling for it and your clear is so god awful it hurts. Now bard has the capability that with a small twist of a knob he could work. He just needs a little better scaling and bam, in my mind fixed.
