Can anyone explain why Ziggs does not need a nerf?

Back on boards here to figure out more knowledge out of getting curb stomped by yet ANOTHER yordle. Please enlighten me.** [This isn't about Ziggs botlane, I'm talking mid.]**

[Why should Ziggs have access to a safe a laning phase with satchel, sieging power, one of the best waveclears in the game and not get pointed at and called busted? Oh I forgot, the AOE nuke ultimate, and long range q that can deal almost 300 damage when he has so little AP/Levels]

Man, I've seen the absolute worst champions carry. But that doesn't make them OP. Anyone can get fed and carry, just that a Twitch has more chance of that than a Lucian.

you have to land skillshots 3 Long cd on most of his spells 4 immobile without W theres probably more stuff, ive only played ziggs when hes free

Propensity to mana-burn if he's too aggressive/spammy before getting a Morello, even if he gets Lost Chapter.
Low accuracy compared to other skillshot users (Bouncing Bomb can be hard to hit with sometimes).
Can't really 100-0 opponents with a single combo unless he has a huge lead.
Weak against high-mobility opponents like Zed or Katarina, especially if they are played well.

Ziggs biggest counters are mobile Assassins, who just got their legs broken with hammer. You nerf the counter of someone, their winrate goes up.

He can handle carries easily enough by being out of range. He can handle Tanks and Juggernauts by poking them down with Q and slowing their advance with E. He can even deal with some divers with a well placed W.

His Q is very difficult to land. Don't stand next to your own minions and he'll have the hardest time trying to land it. If you play mobile mages and assassins, then its pretty easy to get out of his ult. Don't stand in the middle of his ult too, its does extra damage to you if you're in the middle.

I wouldn't call his laning phase safe either. In the early levels his satchel has a huge cooldown on it, about 20 seconds or more. If you go in on him once, you can do it again when it is not up.
