My suggested change for Captain boots enchantment

I rarely see people get this boot enchantment over homeguards. I think a good change for it would be to increase the movement speed of the champion with the enchantment by 15 when nearby friendly champions, and to increase nearby allied champion's movement speed by 10. What do you think? For me, it really highlights the idea of being a "captain" with this idea.
