im personally am sick of people like the nasus i just played with that rush it as their first legitimate item(of course he was a dumbass to begin with since he rushed a spellthiefs toplane as nasus...spoilers....he fed) becauses he's "building for regen" and then proceed to feed because they have nothing but the 850 health they wasted nearly 3000 gold on 20 minutes in

Okay, two flaws here:
Warmogs gives 850 health. If you wanted to make a case here, you should be asking for a lower bound of 2150 health (because Warmogs's health counts for the passive). Or, if you're building it in parts, making it so you can only buy Warmogs in full if you will go over the health requirement. Maybe you meant that, but it didn't seem communicated well.
Level matters. I see nothing wrong with a champion buying warmogs when they're 50 or even 100 or so HP away from it. As soon as they level up, they'll hit that threshold. There's also a keystone mastery that gives maximum health (with a cap) if you kill cannons or big monsters, so there's another factor to consider.
Not possible. There's no way to implement that unless you want to stop players from building the components, and therefore other health items, in the first place.
Even then, it's just 550 gold for completion. 850 health and tripled (HP regen increased by 200% is tripled) base HP regen is definitely worth 550 gold, especially if it frees item space, and the champ in question benefits from having the components anyway.
It's already a cost efficient item when you buy it so it doesn't really matter, it's just a lot more efficient (6x) if you get the 3k health.
I dunno can we make it a requirement for you to have decent csing mechanics before joining ranked? I mean this low level player right here aka me has just as good of a csing mechanic as you and I haven't even bought runes to make it easier for myself yet. I mean after all the best way to improves ones self is to blame others right?
