Anyone else lagging/rubberbanding?

I don't get it. My ping is fine and yet everything's going crazy. Abilities won't go off, my champion will randomly pop up in different parts of the map. Every action has a delay. Teambuilder screen takes FOREVER to load, took the login about 2 minutes to let me on.

What's going on here?
