locket AND banner of command? I'm sure that was a mistake
If you think following such a strict guide works then you lack experience,
and buying sightstone first is a noob trap. If you are winning lane and pushing, get sightstone, if you are losing lane or fighting under tower, fix up your gold item, or boots, if you are trading but not pushing, grab a pink and get a combat item. All item paths are situational, including the support. Also, AP supports and Utility supports are different, as some gain a lot from building ap, other can build full tank and still have huge impact (see some high level jannah tank builds) If you want generic advice it should something more like:
If you are a utility support: - lulu, bard, jannah, maxing out the buffs for your team
one of the mana/regen shield/heal amplifying items (a few now), sightstone, banners/locket,
- these are the core items, most others are situational
If you are a carry support: (example, Vel or Brand, building ap for damage)
support item (for gold and utility), sightstone, boots
- all other situational, even the support item, though it is highly recommended
If you are secondary Tank: - stay back and peel for adc/apc late game
frozen heart, iron locket, face of mountain, merc/ninja tabi, sightstone
- these are the core items - not right order, frozen heart or locket may change
If you are only tank: - more likely to be at the front or engaging
Face of the mountain (very good stats), Sightstone, Locket, Randuin, tabi/mercs, (frozen heart, zz rot or GA or banshees)
- You have less options, but ruby sightstone will help with all these active items at least
Hopefully you're not the only tank, and hopefully you're not the main ap damage (happens sometimes with Zed/Yas/Talon mid) but if for whatever reason you are, there are certain items you should STILL BUILD because even if you're damage or tankiness is good, you will lose out to bad vision.
Rare exceptions include Ivern support who can run smite and get trackers for pretty much the same amount of wards, but better synergy with kit.
If you have an adc like Cait or Ashe, a faresight orb can be helpful, and more wards can beat dewarding sometimes
If the enemy is Eve jungle, you STILL NEED SIGHTSTONE just not as early as normal, lane champs roam too you know!
Finally other off meta picks might encourage you to switch out items, because they have similar utility worked into their kit already. (Seen braum with ghost instead of exhaust because it works so well on him)
An example of one of my off meta builds if MS Nami: I don't buy boots but buy syndergy items with inherit ms. I stay at the back and have more ms than any of the champs with boots, while more ap for heals and damage. It got weaker this year after a few ms items got changed or reworked, but it's an example of other ways to remove usually core items
