@Riot, The support/jungle itemization problem mentioned in the State of the Game podcast

So I was listening to the podcast several days ago and got to the point where you were talking about how y'all had to do the dance of "If we make support incomes high then 'support' mages reign supreme, if we make a good cheap item then every lane abuses it, etc." So as a Support/Jungle main I was thinking about this for awhile when a possible solution came to me today. What if we made cheap items/runes/masteries that affect BASE stats, ability damages, and the like.

So if say you want to make an item that gives damage to support mages like sona or Zil without making Brand or Annie overbearing, you would make simply have to lower the base damage on Brand and Annie with ratio buffs to compensate. Want to make a decent tank item without Carrys abusing it make it increased armor by how much base armor the tank has.

Sure this would require a LOT of tweaking but I believe this will allow easier separation between low income items and lane items.

Any thoughts folks?
