He only has a 46% win rate (according to champion.gg). I mean, that must mean there's some truth to him not being strong.

A bit more range on his Q and shield would be nice, but other than that, I think he is fine
He does what he's meant to.
People don't really understand ratan yet. He has a hard kit to master because he is extremely mobile bit not particularly tanky. Although his q feels like shit he does have some good scalings but otherwise I feel like he's actually in a good enough spot right now. I say leave him for a bit longer and see if he evens out
I would say they are both close to perfect. A longer q on rakan & a better reward for hitting a lot of xayah feathers would be fine.
