Bard Suggestions

Would like to see:

** His Meep cd reduced by cdr**

Reason: Would give him some more build paths and more things to do in fights since he lacks damage due to all of his utility

** His tunnel cd reduced by chimes**

Reason: Allows him to collect chimes and wander around the map more efficiently.

His ult cast speed be instant while cast directly on top of him and increase cast speed based on distance cast (maybe a max of 1-1.5 seconds instead of 2)

Reason: It is a reaction spell, and in its current speed can almost never be used defensively, the most effective time to use it now is when theyre running away, which is lame.
