So, Not good on balancing, But just throwing some idea's out.

So, Passive is Mostly The same. Cast spells and get stacks of swirly fire stuff, after 4 casts your next cast will be Enhanced (Note: Enhanced will be noted as i describe the other abilities)

Q: Mostly the same, Point and cast ability, AP bla bla, Removed Mana refund on kill, Range increased. Q Enhanced: Point and click ability, Inflicts a DoT that does missing health damage.

W: Again, Mostly the same. Cone-based AoE cast, Mana refund on kill moved from Q to here, Mana cast lowered. W Enhanced: Area doubles in length, Enemies closer to the caster take 50% Increased damage from this spell.

E: Still the same. More fire particles E Enhanced: Increased armor, After X seconds, champions around Annie are stunned and take damage.

Ultimate: Changed from point-cast AoE to a Cone based AoE, At the end of the cone is a Circle where tibbers is summoned. Champions in the cone are knocked back, champions in the circle are stunned, Ultimate Enhanced: Cast radius is doubled, Allowing longer casts. Champions in the cone are dragged with Tibbers, while Champions caught in the circle gain a 2 second grounded debuff and a 50% Slow.

Your empowered E doesn't fit with Annie's "Stay a bit away and stun, then ult" methodology. I think you should really switch your empowered Q with E; for some reason, an exploding shield (thinking sion) that does DOT based on hp sounds much better than a Q (plus Elise already has that exact thing, but max hp. Her spider Q does missing hp).

I really like the empowered W idea, I think it fits well and gives a purpose to it rather than just a little bit of extra burst.
