Can I get a Riot Member to respond?

Hello, I have posted about this once before but didn't get much feedback, but I would like to know the details for preseasons. How do they work in regards to ranked? If I climb high up does that go into consideration for next season? What if I drop to bronze? Does anything matter at all? I'm pretty sure there is no decay correct? Because if ranked is pretty much pointless to play then I will probably not play until the new season starts. Please respond Riot. Thank you.
