What the F is going on with this game?

I get into a lobby, this guy bans my champ, then picks the junglers champ, and every1 decides to troll with him instead of dodging. NA will rather sit through a loss and waste their time, instead of dodging. I don't get it. and it ALWAYS happens in promos. This game is getting ridiculous. And he will not get penalized. I couldn't dodge because I was in promos. I would get a loss. So i decided to waste his time instead. Only punishment i can give him. And then nobody wants to FF when its a clear loss. Two players could be 25/0 at 15min and still i bet nobody would FF. Jesus I wish i could play on another server.
