Remake system

Just played a game and My support was frozen and didn't know he was until he finally restarted his pc at 2:50. Us in the game didnt get a /remake because he was technically connected but didn't move from fountain. Why doesn't the system pick up that people are just standing in base and haven't moved. people don't know that they are frozen and if they do it's to late and cost the team the game and in my case 18LP. Can they add that to the remake system of if they are not moving up to 3:00 it allows you to remake or is that not possible?
