He can go Top and Mid in the meta (I've even carried games as Support Vlad). Despite being unbelievably powerful (I'm on a massive winning streak with him in Ranked in Silver right now) he is very under-picked and rarely banned (he is a hidden goldmine); the new PBE changes don't severely undercut him.
His laning is very safe and quite reliable once you get the hang of it. He has very strong sustain in the lane (which will be very annoying for your enemies to deal with and greatly improve your survival) and if things get bad you can just use Sanguine Pool to escape. With the rework, he also has considerable Kill potential in the lane if you time things well and get a bit of help form Gankers; this way you are no longer a completely defensive laner.
His abilities are very rewarding to use and visually remarkable. I am virtually addicted to his Q animation. His R is a game-changing AOE nuke Ultimate that also heals you at the end (it allows your entire team's damage to increase by 10% and isn't to be under-estimated). A well-aimed R can win an entire team fight.
With just a Spirit Visage, you can run into the middle of fights and hit the enemy team over and over against with Tides of Blood and Transfusion before escaping with your Pool (and maybe getting all of your health back if you Ulted before). Once you have 35-45 percent CDR you'll have your AOE nuke ultimate in almost every major team fight. He's a unique champ in that you can deal TONS of damage over the course of the fight WHILE soaking up tons of damage yourself; you can be in the middle of fights while being very slippery. With a Zhonya, your Pool, a Spirit Visage, and your bonus Health from your passive... you can take a lot of damage and have many options for escapes and outplays. He's a very powerful damage-dealing half tank and this play style is incredibly fun and tactical (when it makes sense, you can get into the middle of fights and just destroy before escaping with a sliver of your health and then getting it all back).
Lack of mobility is a problem but once you arm Ghost, Hextech Belt, and arm the Stormraider's mastery... you have more than enough movement to catch up and zone/kill carries.
He's honestly insanely fun to play and the blood gets EVERYWHERE (especially once you max CDR)! Once he's played decently, you'll have huge contributions to the team while having very low death rates.
