^ That's the failure of the rework. A champion should be able to take on different roles or at least have a secondary role. Please bring back old soraka or is she gonna become the new Ryze?
Re-Rework-Re-Rework
Passive: Useless and doesn't even do anything for her. Like that "bonus" movement speed will help you in lane. You expect me to "roam" with a champion that has no mobility or hard cc? At least Old Soraka could target silence.

Where in the lore does it say that Soraka manipulates the life force of things? Currently you get hit by a star she summons from the sky which manipulates the targets life force into soraka and then soraka uses that life force to heal someone???? Isn't she "The Starchild" , might as well rename her to "Soraka, The Lifebender".
I hope that with the Weedwick rework comes a Soraka re-re-work Because at least before she had a passive that was "helpful" instead of the bullshit ambulance passive that no one ever counts on. In a game where you look at dmg recaps it takes 2.3 seconds to die in team fights. HELL YEAH AMBULANCE PASSIVE.
Rework her to be :
Primary: Support Secondary: Mage
Like she was before.
