The change to Miss Fortune in 6.1 is not going to solve the problem, because it doesn't actually address the problem. The only problem with MF is the fact that the second hit of her Q applies on hits, i.e. her passive. Double Up makes her a lane bully simply by design. It adds risk to the normal positioning of an ADC without affecting MF's risk or positioning. If this ability was on a solo lane champion, positioning is fairly easy to adjust with some minimal additional risk for jungle ganks. In a duo lane, if the support has any poke at all, there is absolutely no safe position area. With this power, the damage of that second hit is just way too high as is, especially when you throw in the amplification.

Level 1 with Doran's Blade 69 AD Love Tap is 42 Double Up's second hit is 40+69 = 109 Total is 151 +50% if the first hit killed a minion Total becomes 226.5 (63 of which is from amplified Love Tap)

After 6.1 change - You lose about 7 damage from the second hit (10.5 on minion kill)

Sure, any mitigation comes into play, but name one other level 1 ability that even comes close to that damage potential before mitigation. It's just plain toxic.

Remove the on hit effect for the second hit, problem solved. And MF can still be a lane bully, but actually requires a little more skill.

Don't stand in or behind your minions and zone/duel her constantly, she does very little damage if she cannot get resets, me and my support literally had an mf and blitz sat under tower zoned completely. I was playing Cait and engaged every-time she got close by standing to the side of my minions, I got hit once! Once! by a bounced double up and at that point it did nothing.
