Annie's Passive

Can we change Annie's passive so that it has a time limit, similar to Yasuo's Q? Because as it stands she can basically free farm with her auto attack while zoning you by keeping her passive up, so that as soon as you enter flash-ult range you die.

People say it's hard to farm with just her auto attacks.

I say it's hard to farm when she's just waiting to stun you at the first chance she gets.
