@Meddler can Garen's Judgment have slow decayng with levels?

Hi at all. After read the changes to garen on his E, i was thinking: can you give garen the same tratement that you give at darius R? I meant that For every level the slow decay of 5%. So that it will be 20/16/10/5/0% slow based on the level of the spell. In this way you will be able to stick on your target mid/late game, but you will still have problems during eatly game. Now that the silence is only 1,5sec, it will be nearly impossible to spin for the entire 10 ticks on your target if you are slowed by 20%!
