Do you not remember the climb up to level 30? For me it took quite a while... I hear a lot of people saying it took them about 6 months of consistent play but it took me a LOT longer than that. I know people who straight up quit because games in the level up portion of League of Legends are directly determined by how many smurfs are on either team and the quality of them. The new players do nothing in any mode other than bot games.
This means a lot of losses that new players aren't skilled enough to prevent, as they get shit stomped by Bronzies that need a self-esteem boost, Diamond/Gold/what have you players who are boosting their friends to level 30, and people who left for a while and need to reacquaint themselves with the controls and get back into their good habits, but are overall still good at the game.
In typical Riot Fashion, they put a small band-aid fix for much bigger issues out there, and may have made things a little worse for a while in some ways. Eventually, they'll end up gutting the system and then actually fixing the problem. Off the top of my head, Riot needs to introduce an actual tutorial system that teaches new players much more than the controls and what items, xp, and gold are, and they need to find some way to deter people from smurfing. I think it should be a reportable offense because it ruins the beginning game experience, but that's just my opinion.
