remove/nerf catch-up bonus exp

Its honestly created more snowballing then stopped the jungler doesnt go in his jungle anymore, just nonstop ganks, and killing his ganks gives him the xp he would've gotten AND SNOWBALLS THE LANE

the jungle doesnt need to waste time killing minions to carry anymore, you can just kill opponents and you wont miss out on xp really toxic and makes game depend on jungle too much, because if the other jungler just decides to farm, not to mention that with this new gold that the jangler as gotten from killing laners, he will be able to clear his jungle stupidly fast, giving him more gold and more xp for example: -80 cs 1/0/2 -lv 8 -36 cs 6/0/6 - lv 10 early game champs will just non-stop gank and wont fall behind, whilst snowballing their lanes making game depend on jg too much cancer meta tbh edit: grammar
