It's random, but if 5 people don't get what they want from the start they will end up re rolling.

Let's just haphazardly assume that they each have 2 rerolls.

That's in others words, 3 chances for each of the players to get jax/shen or WW.

Given how limited the snowdown ARURF champ pool is, i don't think it's weird that those 3 appear frequently.

Do you know what "random" truly means? Random means you can get Warwick a billion games in a row. Random means that you could never ever see Warwick in a game. To use a real world example, when Apple introduced the "random" feature to their playlists people complained that it wasn't random enough, even though it was as truly random as it could be. They had to make the random feature LESS random to make it appear to be MORE random by putting in restrictions like never being able to get the same song twice in a row. People THINK random means you'll get an even distribution, but that's not true. Add in the fact that people can reroll champions they don't want and it's not strange you'll see certain really strong champions more than others.
