How does someone deal with Tahm Kench top?

How does someone deal with him, when he deals 32% of your maximum health as magic damage and also deals 4.5% of his health as magic damage every basic attack, should I rush spirit visage even on champions with no healing? Maybe build the new socket? How do you deal with someone that builds sunfire/any hp item, and doubles his damage potential?

Poke him to death, his restoration isn't a 1:1 damage to health regeneration anymore. Also he's nearly all magic damage, like chogath.
