I thought they said that Rylais would be in the preseason, but I haven't seen it mentioned by anyone one twitter or in the PBE. What gives? You'd think with that new Keystone mastery permaslow/shield would be something they want to avoid?

Titan mastery doesn't work with slows.
The patch is going to be on there for 3 weeks. Hardly anything is done yet or even on PBE yet
