So what's riot's plan for singed?

Singed doesn't really belong in any lane really, but top lane. Even then, some match ups (insert champion with high zone control, or range) completely nullify this guy. I'm not saying he's bad, but not as good as any other champion. As an example, I decided to play urgot into sion, I DESTROYED THAT GUY EASILY; as soon as I hopped back on singed next game, I felt like ripping my hair out because of how much harder you have to try/struggle to even snag one damn minion. I mean, these guys just sit in their recliners and poke you down while sipping on a martini with one eye open. Don't get me started on late game past 30+ minutes you're basically useless if they have more than two snares.. Don't get me wrong I play this guy every damn day, but papa singed needs some love here rito :d.

We don't even have many build paths we can take that synergize well with our kit. I dont know, maybe it's just because everyones abusing meta champions top lane nowadays.
