New HUD and choppiness?

Im not playing league on an amazing computer( its a personal laptop got for 300$) and playing on the lowest setting on old HUD seemed fluid enough that i could manage to participate in a team fight, whereas with the new update cant even CS in a custom game by myself as everything is choppy. Ping is the same as on old one. Has anyone else experienced this?
