You're actually BUFFING damage/potential damage on some champs. The game is so, so overloaded with damage that I just don't even know what to say to this apart from that you've completely lost touch with your Western player base, or you just don't care. I'm assuming you just don't care and are trying to cater to the Chinese because you lost so much money in the past year (because of your stupid fucking balance changes - ahh, the irony).
Ornn. These changes prove you don't play this champ, AT ALL. Turning him into a glorified shop bot... really? You think that's going to make him... better? Without the shield on his W he loses almost every trade top, to an already ridiculous top lane meta full of the most cancerous shit you've ever seen (this is a topic for another thread, but the ridiculous nature of top lane right now with Illaoi, Mordekaiser, Fiora, Aatrox, Vlad, Kennen - yeah, OK Riot rofl). In essence, you seriously think that putting power into his passive is going to win games for his teams in solo queue? Which apparently is your goal, right? Are you high? Solo queue games are so full of damage (and so for some reason you think to add more in?) that most are ending by 30 minutes and most people may only purchase 1, or none, of his upgraded items.

This change will actually affect PRO PLAY MORE, where games can be artificially extended by extremely safe gameplay and therefore they'll have more time to purchase his items. Overall your idiotic changes to him complete fail at you intended goal of making him more powerful in solo queue and less powerful in pro play; news flash, they do the opposite.

The game needs a flat 30% reduction in damage ACROSS THE BOARD. Every champ in every class. Nerf everything. It's the best possible thing that could ever happen to the game right now, but it'll never happen because somehow Riot has completely lost touch with its player base.

30% damage reduction across the board is really stupid. Awful knee-jerk solution to a problem which is much easier to fix through itemization, rune changes, and defensive buffs without completely fucking the game and probably killing it in one flow swoop.
Also 9.1 was already made like 3 months ago and for whatever reason they didn't push it. They've already explained that they are usually playtesting like 3 patches ahead (like 9.2 is probably locked right now, they are working on 9.3 and playtesting 9.4). This usually happens in big companies where you cannot afford to have game-crashing bugs (which are all too easy to create in a 10 year codebase).
So why do you think the "western audience" is more important than the Chinese/Korean market? Are they not people? Are they less people than you? Or just put it plainly: you don't give a shit about other people and want the game to cater to you. A 1% decrease in NA means they lose 17K players. A 1% decrease in China means they lose 1 million players. Yeah, any company with 2 brain cells will cater towards the Chinese fanbase.

I know it's hard for people to hear: but just because you're english speaking and Riot's main headquarters is english speaking doesn't mean you deserve special treatment.

The game is way beyond the point where itemisation or rune changes will fix anything with the insane damage in the game.
I don't care about this. My concern is not with how they do things, it's about seeing results on live. That's their concern, not ours.

"Beyond the point" and what made it "beyond the point". Huh? It's the runes changes. You have no concept of how this game works (clearly) so you shouldn't even make a post discussing balance changes.
