Is Jungle Tank a thing?

I'm just getting back into playing again and I'm trying to find some basic viable strategies that suit my playstyle. I like playing tanky champs, and Chogath Volibear are two of my favorites. I know neither is really a dominant pick, but I mostly just play normals and would rather pick a champ I find fun to play. I always found I could clear jungle pretty well with cho's aoe and his built in sustain, but now...not so much. I tried 9/21 at first for a full on tank build and going gromp-blue-red-krugs, but found I could barely clear the krugs camp, and that only if I juggled them with rupture and leashing. Then I tried 21/9 thinking more offense would = faster clears and less health lost, but that ended up being even worse and I had to b right after red.

So...is jungle just that much harder now, or do I just need to pick a new champ?

With the new Cinder hulk, We ARE in the tank meta. Though their are more powerful Junglers than Cho, Namely Sejuani, Gragas, perhaps Zac. (based on LCS pick) In general, Tanks will scale better late game, they may still struggle somewhat when it comes to the early game.

Cho'goth has been used as a mid laner in this recent meta. Typically building RoA and then full mage, with the idea that you'll instakill anyone who gets too close, or can't kite you. (thanks to your massive true damage ult.)

Most tanks are weak early with slow clears to make up for their strong late game.

is jungle tanks weak he say lolol HAHAHA dude this is the best time to use jungle tank. cinderhulk is very very good these days to the point here even top laners are using it. this meta is a good time to use this strat.

You must be very out of touch with league, because Chogath and Volibear are both actually VERY STRONG picks right now.

Jungle is definitely harder, but those two handle it better than most.
