How does lethality work?

So I understand I'm a bit late for this, but how exactly does lethality work and how is it any different from Armor Pen?

Would it be possible to give numbers so I can see how it works? I've seen some YouTube videos of people bursting someone down in one hit (Cait ult, Jinx W, etc.) when they were at 90% health or more.

Ex:

100 Armor, 30 Armor Pen = 70 Effective Armor 100 Armor, 35% Armor Pen = 65 Effective Armor

Lethality is scaling armor penetration. Currently it works by giving you (0.6 + 0.4 × Target's level ÷ 18) flat armor pen although next patch it will be based off your level not the opponents. +15 Lethality will give you 9.33 pen at enemy lvl 1 and 15 pen at enemy lvl 18.
