Nope.
I love playing Cass as she is right now but if her E's could crit. My gosh. I've gotten to 400 stacks and 1400 AP. You really think that 900 damage E critting is a good idea?
Spells do not do double damage unless some conditions is fulfilled and the condition is explicitly stated in the tooltip.
