What kind of players do Riot think of us? What is the point of the Hextech Crafting?

First of before I say anything, what do you need to reach an S rank in a game because I played with a KDA of 18/3/6 and got an A+ ........... like why? why A+? Not even a key fragment?what do you need to do in a game to get S rank? please tell me? Now on to the main question what kind of players do Riot think of us and what is the point of the Hextech Crafting? because not everyone is a try hard we(normal players) do not like to go LCS in normals we like to just enjoy the game(while the others becomes toxic as hell or talk crap on all the other players even though its normals and most of the time we are all in the same rank). The second part of the question what is the point of the hextech crafting because as far I can see with the hextech crafting it does nothing but give us random champion and skins that either we already have or hate. Every time I play a game and I do amazingly I just forget about Hextech crafting because it feels like it doesnt even exist anymore, it feels completely useless.
