Crit is different in that crit also scales off of AS in a bursty way. If it was straight autoattack damage amplification, bruisers and assassins can use it too; they seem to want to keep crit a marksman primary stat rather than put it on all autoattackers

A rioter pointed out many but heres one. 1.Gives an adc that is behind a small chance to crit in a fight and turn around the game.

It's to add a little bit of chaos into the game. But some measures should be taken so that a player doesn't win the lottery and crit 10 times in a row on a 5% chance.

Dota 2 (for example) has systems in place to balance out RNG so that you can't be extremely unlucky or lucky with % chance mechanics. The longer you go without triggering a % chance, the more likely it's going to happen. And each time you trigger it, the chance resets to something lower than the displayed values.

Just played Ashe that always crits for reduced damage. It just doesn't feel the same.

One thing: reliability.

To reliable score critical hits, you need dedicated itemization for it. This means you need to itemize at least two offensive items, creating a big gap between crit-based and non-crit-based gameplay.
