Annie and mages like her (Malzahar, Galio, etc) are a part of a triangle: range beats them, mobility beats range, and they beat mobility. Like it or not, they're an essential part of League's ecosystem; without reliable hard CC, high-mobility mages and assassins begin to dominate.

Xerath>Annie Just outranges her. The only way she'd get close is if she flashed, utlied and even then that would require her to walk towards Xerath and by that time Xerath would be backing off.
