Blitz and Mobies and Neutral Mobs

Is there any chance we could get the passive component of Blitz's ult (the lightning bolt that periodically strikes a random enemy) to only hit nuetral minions once Blitz has aggroed them? The bolt puts Blitz in combat, therefore causing the speed from mobility boots to cut off. I can't count the number of times I've been chasing or being chased, counting on my moby boots to get me where I need to go faster than the other guy, only to have my speed cut off as I pass Mr. Scuttles because a bolt of lightning hits poor Mr. Crabs.
