We should bring back old Summoner Spells, and introduce some new ones.

League of Legends in my opinion is going down a path of "do what you want" playstyle, having being extremely diverse lately on the roles people choose and going random champions in random lanes. Which to me personally is 10x more fun and interesting than "meta" even though the meta seems to be better still, it gives you new ways to play. This is why I think we should get some more summoner spells. To make the gameplay even more diverse.

Imagine if they straight up took Flash out of League. I'd be confident in saying that 99% of the population wouldn't know what to replace it with. If we added more summoner spells, say there was 20+, there would be so much more diversity than Flash on everyone.

Clarity, Clairvoyance, should come back, but we should add some new ones too!

Example spells i thought of:

Pull: Barely shoves an enemy champion towards you, maybe the distance of a Riven dash.

Instant Elixer: Gives a random elixer

Buff Spotter: Shows buffs for a short amount of time like a Twisted Fate ultimate

Instant Shop: implied in the name

etc etc.
